Thomas van Houwelingen-Boer

Thomas is an immigration lawyer advising companies, HR teams, and internationally mobile professionals on Dutch immigration compliance and strategy. His practice includes work permits and visas for highly skilled workers, sponsor registration applications, and immigration matters for freelancers and other self‑employed individuals.

Alongside employment-based immigration, Thomas has developed recognized expertise in temporary protection. He acted as one of the lawyers in the Kaduna case before the Court of Justice of the European Union, among the earliest matters to address temporary protection at EU level.

Thomas combines practical, business‑minded advice with a strong commitment to legal quality. He is a member of the Advisory Committee for Immigration Law, a member of the Dutch Bar Association’s advisory committee on the rule of law in election programmes in the Dutch elections, a member of the Migration Committee of the Council of Bars and Law Societies of Europe (CCBE) and serves on the editorial board of the Journal on Immigration Law.

Thomas van Houwelingen-Boer has registered the following principal (and secondary) legal practice areas in the Netherlands Bar’s register of legal practice areas (rechtsgebiedenregister):

• Immigration law

Based on this registration, he is required to obtain ten training credits per calendar year in each registered principal legal practice area in accordance with the standards set by the Netherlands Bar.
