The hair salon had been fined repeatedly as the employer of two individuals who had rented chairs in the salon although they were not allowed to work in the Netherlands.
The Council of State has now overturned the last fine of EUR 72,000, convinced by the argument that the salon did not qualify as the hairdresser’s employer as they had been working as independent contractors.
