The restriction that participants in an exchange program are only allowed to work for 12 consecutive weeks for the same employer, has been cancelled as of 1 October 2019.

However, work during a stay under the WHP (Working Holiday Program) should remain incidental. The labour market notification on the residence permit ID document will remain: “Work permit not required for incidental work in the context of WHP/WHS, other work not permitted”.

An annual contract for full-time employment is not permitted. The main purpose of stay must be to get acquainted with Dutch culture and society. If there is cause for it, an individual application may be assessed on whether it is in conflict with the purpose of the exchange.
