On April 28, 2020 the IND announced that embassies will resume issuing MVV's (entry clearance visas) to family members of Dutch citizens with an MVV approval for the purpose of stay ‘family’, if local circumstances allow.

'If local circumstances allow' means that if the country where the embassy is located has not imposed a Covid-19 lock down or local safety restrictions that make it impossible for the embassy to open, it will shortly be possible to make an appointment for collection of MVV's for the purpose of family reunification with a Dutch citizen.

If you are currently awaiting your MVV issuance abroad, it is a good idea to contact the embassy and ask when they will resume taking appointments for pick up.
