Dutch citizenship

Nationality means being a citizen of a State. The importance of this goes beyond having a passport. Someone’s nationality is part of their identity. There are three ways in which to acquire Dutch nationality: by being born to a Dutch mother or father, via naturalisation or by option.

In order to become Dutch via naturalisation applicants must have resided legally in the Netherlands for a minimum of 5 consecutive years, passed the civic integration examination, have no criminal record and be prepared to renounce their original nationality.

Dutch nationality can also be acquired by option. This procedure is faster and costs less than the naturalisation procedure. A civic integration examination is not required. This option procedure is intended for individuals who are judged to have a special bond to the Netherlands.

Concern about dual passports

In the Reformatorisch Dagblad of Saturday, February 11th an article was published with the cooperation of Hermie de Voer on the bill of ex-Minister Donner to abolish dual passports.

On January 4, 2012, an article was published in the State Circular by the advisory committee on matters regarding civil status and nationality.

Pardonees and Naturalisation

On December 7, 2011, Minister Donner, the former Minister of the Interior and Kingdom Relations, sent a letter to the House of Representatives, in which he answered questions that the House had posed regarding former asylum seekers who possess a permit on the basis of the general pardon of 2007 and whose identity had not been contested by the IND during their residency procedure.

Civic integration requirement for Turkish nationals abolished

Further to a ruling of the Central Appeals Tribunal the civic integration requirement for Turkish nationals has been abolished. This appeal court held that the civic integration requirement for Turkish nationals negatively affects their legal position in the Netherlands and is in violation of the Turkey-EU association agreement.

Dual Nationality

On 18 October 2011 Susanne Mooij joined a panel discussion in New York about dual nationality. Organised by Worldconnectors the discussion was attended by some hundred Dutch nationals and former Dutch nationals. Several Dutch MP’s had come over from the Netherlands as well. The discussion focused on Minister Donner’s proposal to make drastic changes to the Dutch Nationality Act 2003, abolishing the option of multiple citizenship. Discussion leader was Boris Dittrich, who works for Human Rights Watch. Other panelists included the deputy consul general in New York.
