All sectors of the Dutch economy benefit from labour migration. Employers are increasingly looking overseas for personnel with particular knowledge and skills. The Foreign Employment Act creates a few hurdles for employers in that they must have a work permit for each employee they hire, not simply for foreign labour but also for temporary personnel, freelances, trainees and volunteers. Not having such a permit can result in heavy fines.

Highly skilled migrants The government encourages the knowledge economy by providing extra facilities for highly skilled migrants. Nationwide expat centres are being implemented, through which the permits for highly skilled foreign employees can be handled quickly and centrally. Applications are judged according to salary criteria. Employers which have registered with the Immigration Services (IND) in order to be able to hire foreign employees are obliged to adhere to a number of administrative responsibilities which, if not followed, will result in heavy fines, and the loss of the right to hire foreign nationals.
